If anybody wants to help me go through this, and suggest other wording/verbage please give me our imput.

Preamble

Change Paragraph 5 to
The South Dakota Republican Party believes the 21st Century requires
continued responsible leadership. Leadership must neither burden nor
hinder individual rights and efforts. Leadership must also be mindful of
the Republican Platform and the fundamental principles of the
Constitution of the United States of America. We believe the most
effective and responsible government is the local government closest
to the people. The Federal government should be subservient to local
and State governments, and the State should be subservient to the
local county and municipal governments as well.

And PAragraph 6 to
• The South Dakota Republican Party believes the proper role
of government is to provide for the people only those critical functions
that cannot be performed by individuals or private organizations. Those
only functions are to protect the life, liberty, and property of its
citizens from aggression. The best government is that which governs
least.

4.“The South Dakota Republican Party supports a clean environment
with fair and reasonable standards for maintaining clean air, clean
water and a healthy environment through the application of technically
sound management practices. We Recognize that the best manager is
the private property owner, and as such recognize that private
property owners should have legal recourse for restitution for damages
when the owners land, air, or water is violated by pollution by another
party. “


6“The South Dakota Republican Party supports the mining, forestry,
energy, and agricultural industries of our state. In support of the
responsible multiple use of our public lands, we discourage further
designation of wilderness areas and encourage the reduction of areas
so designated.”

11 “The South Dakota Republican Party strongly supports private
property rights. And opposes Eminent domain”

12. What is the “national process” referred to?

This is a federal regulation that was being debated a couple years ago
that required food producers to start labeling what country the food
came from. The USDA is in charge of enforcing this law. It was
marketed as a safety issue because “obviously” other countries sell
poisonous apples, and sellers here all want to poison their customers.
In reality it was another protectionist regulation by the Bush
Administration to get people to buy American. The problem is, most
sellers, get they’re produce from all over the world, and the cost of
sorting it all out and complying with the regulation cost the industry
millions of dollars.

12 needs to just be abolished.

13 “The South Dakota Republican Party supports efforts to reduce the
amount of sediment entering the Missouri River mainstem reservoirs
and supports the removal of sediment that has, or will, enter the
reservoirs. American Indians and private property owners along the
Missouri River should be involved in the decision-making process. “

The real problem here is that the Missouri River isn’t privately owned.
The Owner or owners of the mouth of the river could sue for damages
if it was. But because it’s publicly owned it makes things sticky. But
I’m not sure we’d be able to get “Privatization of the Missouri River” as
a plank.

Free Enterprise Plank
“The South Dakota Republican Party recognizes that the free
enterprise system is what made America the greatest and most
prosperous country in the world and support the reduction and/or
abolition of regulations and taxes that hamper business owners by
increasing the cost and time of doing honest business. “

15The South Dakota Republican Party supports public and private
efforts to promote, develop, and fund South Dakota tourism, provided
public efforts are self sustaining and don’t use tax monies.”

It looks like a hodgepodge of free market principles, and projects to
get federal funding for other projects. Section 3 is the one that looks
most like endorsement of technologies socialism -- the one thing
government's largely stayed out of. Looks to me like the only reason
the party supports it is because it's Governor Rounds project.

18. The South Dakota Republican Party supports fair compensation for
all citizens, regardless of race, creed, gender, age, and continued
support of the current right to work provision in our state constitution.

22. Are we to support “partnerships, and cooperation between
telecommunications providers and government” that foist upon us such
burdens as HD?

Revise to read “The Party supports the increased lawful use of
telecommunications technology”

What's the best way to attack this. Technology is growing so well
specifically because it's NOT being regulated by the government much.


"Health Care Freedom Plank
“The South Dakota Republican Party fully supports the rights of South
Dakota Citizens to use whatever method of health-care they prefer,
whether it be homeopathic, chiropractic, or traditional. As such we
support the abolition of regulations that favor some types of health
care over another.

In conjunction with this, I thought we might try to pass a resolution
regarding the Abolishment of the FDA.

We need an anti-longterm health care plank too

“We oppose the institution of socialized medicine that the Democrats
are trying to foist on this country, including, but not limited to, state
funded long term care programs, free medicine for Children, etc.
Government managed care only destroys the marketplace by giving
individuals fewer options, and increased costs.” This verbage needs to
be fixed, but we need to introduce something like this.

27The South Dakota Republican Party affirms its commitment to
addressing the needs of our citizens who are physically and/or mentally
unable to care for themselves through private and faith-based
organizations.

28 The South Dakota Republican Party reaffirms that parents being the
primary nurturers are responsible for financial support, moral training,
education, childcare and discipline of their children.

37 “The South Dakota Republican Party supports the teaching of the
Mayflower Compact, the Declaration of Independence, the U.S.
Constitution, the Federalist Papers, the anti-Federalist papers and
other important historical documents, as well as the teaching of World,
American, South Dakota , and American Indian history, emphasizing the
principles and values upon which our nation was founded. The Party
supports the recitation of the current Pledge of Allegiance in our
schools. The Party also supports the display of the Ten
Commandments in our schools if the display conforms to our state
laws.”

40 The South Dakota Republican Party continues to support the people
of South Dakota in their long-standing commitment to reject personal
or corporate income or estate taxes, and supports the abolishment of
the IRS.

44“ The South Dakota Republican Party supports a balanced state
budget with the maintenance of an adequate reserve fund and
supports a balanced budget amendment to the United States
Constitution. The Party supports the elimination of all unconstitutional
spending and the requirement of referencing the specific article of the
constitution that authorizes any particular spending to help achieve
this goal of balancing the budget.”

49 The South Dakota Republican Party recognizes that voting is the
cornerstone of our republic. It is a right and a privilege, which should
not be taken for granted, and must be treated with dignity. The South
Dakota Republican Party supports efforts to ensure a voting process
that guarantees every eligible South Dakotan a valid vote. In this
effort, the Party supports hand counted ballots and the inclusion of
Poll Watchers at the locations of vote counting.

51. “The right to decide on certain matters should be stripped from the
judicial branch by legislative action such as the Roe v. Wade decision.
A simple act of Congress and signing by the President to remove the
Court's appellate jurisdiction can nullify Roe V Wade according to
Article III, Section 2 of the US Constitution. The South Dakota
Republican Party supports such an Act, and others to end the reign of
activist judges legislating from the bench."

54. The environment that “every” citizen has a “right to live in” does not and will not exist. This is a War on Drugs plank and should be revised, but it may not be palatable yet.

Not sure the best way to attack this either.


55“The South Dakota Republican Party supports our right to keep and bear arms guaranteed by the 2nd Amendment, supports all efforts to repeal current legislation which restricts private firearms ownership and opposes any further attempts to restrict private firearms ownership.”

Castle Doctrine Plank
“We Support the institution of the Castle Doctrine and reaffirm the right to defend oneself, others, and property from aggression.”

56. What constitutes a “strong emergency response system”?

This is terrible. It’s basically a top-down government centrally planned system. This came about when Hurricain Katrina happened, and the law-makers all saw it here as an opportunity to to flex their muscles “We might have chemical spills in south Dakota and we need evacuation plans. Though it’s descised, it’s probably the most fascist plank in the platform. We need to Strike it.

Or perhaps replace it with something to the effect of, SD opposes confiscation of arms during crises. I don’t know.

57“The South Dakota Republican Party supports a Constitutional approach to homeland security, protecting our borders, and maintaining a secure state and nation. “

or

“The South Dakota Republican Party supports maintaining a strong and reasonable approach to homeland security, protecting our borders, and maintaining a secure state and nation, while respecting the Bill of Rights and making sure the right of South Dakota Citizens to be secure in their persons, houses, papers, and effects will not be infringed with out due process.

Not sure the best way to reword this.

“The South Dakota Republican Party believes that marriage is the union of one man and one woman and must never be redefined to include civil unions of same-sex couples, or groups of individuals. To defend the sanctity of marriage, we oppose the Federal Government telling Churches how to define it, and support the 10th Amendent to allow appropriate SD Laws to oppose it.”

I don’t know. Frankly, I don’t think it’s any of the States business either, but baby steps I guess.

I don't mean to brag, but you should look up the TX State GOP Platform. It's really good, they just need to follow it.

Many of the SD resolutions are specific for SD so I don't know if any of these will interest you.
The first bunch I re-worded from issues statements on the RP 2008 site.
The second batch I stole from last year's Iowa GOP platform.



We believe that basing tax on “estimated income” is unfair and that we should eliminate all income or payroll tax on income earned through tips to service-sector employees (as described in H.R. 3664).

We support a requirement that the Board of Governors of the Federal Reserve System continue to make available to the public on a weekly basis, information on the measure of the M3 monetary aggregate and its components.

We support a requirement that the Federal Open Market Committee Meetings be televised. (An institution as powerful as the Federal Reserve deserves full public scrutiny.)

We support the repeal of provisions of the federal criminal code relating to issuing coins of gold, silver, or other metal for use as current money and making or possessing likenesses of such coins.

We support the elimination of taxes on dividends and savings (Pass HJ Res. 23 to encourage savings over consumption).

We support the elimination of the “Death Tax” and would make the Bush tax cuts permanent (H.R. 2734).

We support amending the Internal Revenue Code of 1986 to repeal the inclusion in gross income of Social Security benefits (Pass H.R. 191).

We support proposing an amendment to the Constitution of the United States relative to abolishing personal income, estate, and gift taxes and prohibiting the United States Government from engaging in business in competition with its citizens (Pass H.J. Res 23; The “Liberty Amendment”).

We support ending the unnecessary subsidy to our trading partners in Europe, Japan, and South Korea by reducing our military commitments and phasing out overseas military bases.

We support helping companies grow and create jobs by amending the Internal Revenue Code of 1986 to reduce corporate marginal income tax rates (Pass H.R. 4995).

We support amending the Internal Revenue Code of 1986 to exclude from the gross income of individual taxpayers discharges of indebtedness attributable to certain forgiven residential mortgage obligations. (Working families who lost their homes should not be punished a second time with a big IRS bill.) We support a freeze of non-defense, non-entitlement spending at current levels.

We believe that the misguided regulations of Sarbane/Oxley have seriously wounded our capital markets, helped to make the United Kingdom a financial center at our expense, placed a burden on small business, and, therefore, we support its repeal.

We support enhancing the ability of community banks to foster economic growth and serve their communities by repealing unnecessary federal regulations (H.R. 1869).

We support the abolition of the Federal Department of Education, and the removal of this position from the Cabinet. We believe that the control of education should be left to the parents, teachers, and local school boards.

We support returning government functions from the federal level to the state and local governments wherever possible, consistent with the intent of the Constitution.

We are opposed in principle to Universal and/or Nationalized Health Care, believing that common sense and the market place can do what government cannot: bring customers, health care providers and health care professionals together in a mutually beneficial union.

We oppose welfare, medical, and educational support and issuance of drivers licenses for illegal aliens and their dependents.

We oppose all forms of amnesty for illegal aliens in this country. We call for the government to devote increased resources to seal the borders against illegal goods and people entering the U.S.

We call for an amendment to the U.S. Constitution that would prevent the automatic granting of (“anchor baby”) citizenship to children born in the United States whose parents are illegally in this country.

We support withholding of dues to the United Nations as a means of insuring fiscal integrity.

We oppose any further financial obligations being placed upon the United States by the United Nations.

American participation in the United Nations, or any other international body, must never sacrifice the constitutional sovereignty of the United States.

We support the Second Amendment; recognizing a responsible, competent citizen’s right to self-defense through gun ownership.

We oppose reinstating the draft.

We support a balanced budget achieved by responsible spending rather than tax increases that place an undue burden on families.

We support the repeal of the 16th amendment, the elimination of the IRS and replacing all federal income taxes with a national consumption tax.I would suggest changing this last one to read.
