There is a very strong constitutional amendment happening in the legislative sector of the state. It is related to the creating of the Texas rail relocation and improvement fund. This is also equally meant to be in concern with authorizing grants of money. The last point related to the matter of concern is the most one and it is the issuance of obligations for financing the relocation, rehabilitation, and expansion of rail facilities. As you probably know, the state of Texas has a safeguard called a Comptroller who is the equivalent of 20% of the Executive branch in Texas government. This means that he or she answers only to the people of Texas having equal status as the other 4 executive positions -- Governor, Lt. Governer, Land Commissioner and Attorney General.
This is why I trust the government of Texas to do what is best for its people. Any state spending can be deemed unconstitutional by the Comptroller requiring the government to either renegotiate the expense or take the issue to court.
