As you probably know, the state of Texas has a safeguard called a Comptroller who is the equivalent of 20% of the Executive branch in Texas government. This means that he or she answers only to the people of Texas having equal status as the other 4 executive positions -- Governor, Lt. Governer, Land Commissioner and Attorney General.
This is why I trust the government of Texas to do what is best for its people. Any state spending can be deemed unconstitutional by the Comptroller requiring the government to either renegotiate the expense or take the issue to court.
