Take the "open chain letter to the American people" and put Dr Pauls best picture next to it on the sides of busses and delivery trucks?

It cant be that much money and when you are stuck in traffic you are simply a captive audience allowing you to read what is on the letter.

Stupid or not?

I am talking about the paid advertising placards that they sell monthly, not spamming the buses illegally,

I think what you need is to pay for shorter messages, like asingle slogan or so.

it's better suited for newspaper insertion, handouts, direct mail, and car windshields..
