I'd like to know what is Ron Paul's take on the electoral college? Has there ever been an instance where a state's electoral votes go to a candidate who did not receive the popular vote within that state?

Since we've developed the two party system (mostly, of course), no. There have been are called "faithless electors" who have not voted the way it was expected. Before that, yes, but in those cases, they followed the wishes of the one to whom they were pledged to support another candidate (smokey back room deals) so that one candidate could get a majority.

This is what Ron believes, apparently. I have to say I disagree with him. The Electoral College only stifles participation in the electoral process and effectively makes the votes of some individuals worth more than the votes of others.
