The White House read the manuscript, and didn’t stop McClellan from publishing but they would stop him from testifying ? In a prior post, bush said, “Scotty is not the same person from earlier days.” Maybe Scotty did find a conscience after all. Some people really get sick of corruption, not bush or his supporters but some people.

This quote from the comments brings up a good point, but McClellan could publish it because it was a memoir and not legally binding. You can write whatever you want in a book. Or perhaps it's much more insidious and this is just testing the waters even further as to what outrages the American people are complacent enough to accept at the hands of a tyrannical executive branch.
