Construction is in its final stages for the new Federal Reserve Bank headquarters in Minneapolis, the latest monument to the central bank's immense wealth and power. It sits on nine acres of riverfront, with a 10-story stone clock tower overlooking terraces and gardens and will offer “James Bond” style security with automated vaults, pistol range, fitness center; and (of course) subsidized dining. Construction at the Fed is proceeding at a breakneck pace and includes the $108 million Dallas Fed and a planned $178 million Atlanta bank. These buildings suggest a grandeur and opulence that Fed spokesmen claim is necessary and proper to re-enforce worldwide confidence in the US banking system. Critics suggest that the new buildings demonstrate the Fed’s inclination to put its own comfort and prosperity ahead of those it is supposed to serve.

A full-time curator watches its collection of paintings and sculpture. Yet its spending gets no public scrutiny, even as the rest of the government struggles to cut back.

What do they mean "the rest of government".

Despite its name, it is not part of "the government".
