A Weather modification Council for Canada, United States of America, and Mexico...

"The North American Interstate Weather Modification Council (NAIWMC) is a non-profit, tax-exempt organization comprised of regulatory agencies, sponsoring organizations, and research institutions involved in atmospheric water resource management technology, commonly known as weather modification or cloud seeding. The NAIWMC exists to facilitate the free exchange of information regarding cloud seeding research and operations in North America."

I believe that this is the umbrella for MANY groups participating in Weather Modification efforts around my area (South Bay Area, California) as well as the rest of our nation. Weather Modification has been on a rise lately; experimented in 1949 first by General Electric.

Legislation:
"The NAIWMC supports the establishment of a coordinated national program to conduct a sustained research effort in weather modification, a conclusion shared by other organizations."

Bills:
Senate Bill 1807
Senator Kay Bailey Hutchison (R-TX) introduced S.1807, the Weather Mitigation Research and Development Policy Authorization Act of 2007 on July 17, 2007. Click here to see the bill text (http://www.govtrack.us/congress/billtext.xpd?bill=s110-1807).

H.R. 3445
Congressman Mark Udall (D-CO) has introduced H.R. 3445, the Weather Mitigation Research and Technology Transfer Authorization Act of 2007. Click here to see the bill text (http://www.govtrack.us/congress/billtext.xpd?bill=h110-3445).

I have always wondered who gave permission to whoever was involved in weather mod in my area; i have called the local news station (NBC11) and have submitted massive amounts of Chemtrail pictures that show weather modification efforts. After about a year of submitting pictures and phoning in they had me speak to the weather department and I argued with their Chief Meteorologist because he thought I had no grounds to even suggest that weather modification was happening in my area. He laughed at me literally and told me to prove it to him. well, here it is... my proof.

Please get this information out. We need accountability and assessments to damage already done. A chemical used is classified as a toxin according to the FDA; Silver Iodide is used in the majority of cloud seeding and raises the level of silver in our environment. Silver is HIGHLY toxic to aquatic life. (Ammonium Iodide is used as a complexing agent with Silver Iodide but I dont have any information on its affects as of now :( )

Is Cloud Seeding Harmful?

A PDF is referenced in the previous article but for some reason the site that was hosting it ( http://www.nature.nps.gov ) is no longer working. The last time i went to this site was on December 12th, 2007. Luckily I had the insight to download this PDF which is hosted here:

"Signs of chronic silver intoxication in tested
birds and mammals included cardiac enlargement,
vascular hypertension, hepatic necrosis, anemia,
lowered immunological activity, altered membrane
permeability, kidney pathology, enzyme inhibition,
growth retardation, and a shortened life span
[947].
Repeated exposure of animals to silver may produce
anemia, cardiac enlargement, growth retardation,
and degenerative changes in the liver. (Seiler,
H.G ., H. Sigel and A. Sigel (eds.). Handbook on the
Toxicity of Inorganic Compounds. New York, NY:
Marcel Dekker, Inc. 1988. 622) [940].
Elevated silver concentrations in biota occur in
the vicinities of sewage outfalls, electroplating
plants, mine wastes, and silver-iodide seeded
areas; in the United States, the photography
industry is the major source of anthropogenic
silver discharges into the biosphere [947].
In studies of subsurface agricultural irrigation
drainage waters of the San Joaquin Valley of
California, silver was determined to be a
"substance of concern, additional data needed"
[445]."

"Eisler's report (used extensively in this document)
on silver is another in a series on hazards of
selected contaminants to plants and animals, with
an emphasis on fishery and wildlife resources
[947]. It was prepared in response to requests for
information on silver from environmental
specialists of the U.S. Fish and Wildlife Service"

"Artificial Sources [940]:
Sources of silver in the atmosphere include emissions
from smelting operations, cloud seeding operation (silver
iodide),"
