Did Ron sponsor legislation that stated all legislation passed by congress must have the section of the constitution that authorizes it attached to it?

If that made any sense and you understand what Im trying to ask :D do you have a link?

they'd just use the Commerce Clause to get everything they need to be passed.

Yea I know what they would use, but did Ron sponsor legislation that I asked about and if so do you know where i can find it?

IT was posted on here months ago. Search what the act is titled (Enumerated Powers Act, I think), and I'm sure you'll find it.
