It's "They're on the ropes." The use of "there" usually denotes a location.
For example:
"Joe and Mike at the park."
"They're at the park?! Let's go there and steal their picnic basket."

The article shows that "they" expect everyone to follow suit. They want you to participate in the process but only if you go their way. this year things are different and changing so they whine and cry like you are a leper.
