Petraeus does not even know if or when he is supposed to attack Iran, but public support is part of military COIN doctrine.

Anyone who thinks that generals should not receive mail should tell Senator Mitch McConnell, since it is his project and it is his website that is sending the letters.

However, there is nothing unusual about civilians writing to generals.
