Not the case when you don't have enough people to win anyway. It's all about getting the message out to the most voters, and hoping most voters agree. That is why John McCain was able to win with little to no grassroots and a campaign that in size wasn't as large as Mitt Romney's. For caucuses, it is indeed all about GOTV, however, since anyone can win in a caucus if everyone from your side shows up.
