Resolution on Texas Delegates to the National Convention

WHEREAS Senator John McCain is the presumptive nominee for the Republican Party nomination for President of the United States of America; and,

WHEREAS John McCain is a divisive candidate who is actively opposed by many Republicans, threatening to tear the Republican Party apart; and,

WHEREAS the outcome of the 2008 General Election will greatly affect the Republican Party, the United States of America, and the entire world; and,

WHEREAS turnout to the Republican Primary on March 4th was 10.8%, significantly less than the Democratic Primary; and,

WHEREAS the position of the Texas Primary in the election cycle reduces the importance of Republican voters in Texas and causes “go with the flow” primary elections; and,

WHEREAS Mike Huckabee and Ron Paul received 35% and 16% respectively of the Republican vote in Hays County, Texas; and,

WHEREAS the process for the binding of delegates in Texas is complicated, antiquated, and distributes delegates disproportionate of of the popular vote;

BE IT THEREFORE RESOLVED that the Republican Party of Texas hereby completely and irrevocably unbinds all of its delegates to the 2008 Republican National Convention; and,

BE IT FURTHER RESOLVED that a copy of this resolution be submitted to the Presidential Campaign Committees of all candidates who appeared on the Republican Party Primary ballot on March 4th, 2008.

Submitted and Adopted by Hays County, Texas, Congressional District # 25, on March 29, 2008.

This topic needs to be revisited. First of all, resolutions and rules are two different things. Resolutions go into the platform, which the GOP is free to ignore anyway (they've been doing it for a while).

We need to come up with a convincing argument for the Rules Committee to unbind the delegates. If they propose the change then it just needs to be approved by the majority. Otherwise we'd have to propose the amendment from the floor and pass it with a super-majority (2/3rds vote).

Is anybody working on this?
