I keep reading about how these other states are getting these resolutions passed. Is this something that only works in a caucus state, or could we get some of these going in our own counties here in Indiana? Is anyone working on any resolutions within their county GOP?

I'm not sure about Indiana, but I'll tell you about Texas
We had a primary. After the polls closed, we have a precinct convention. They selected delegates to the county/senatorial conventions. They also voted on Resolutions.
Resolutions don't mean much until County/Senatorial, and really don't have an affect until State. But by proposing them at precinct, and reproposing them every step of the way, you build importance. If several counties proposes unbinding the delegates,then it has a good chance of being considered at State. IIRC, if a resolution isn't passed at any County, here in Texas it can only be introduced by a high-ranking party member at State.
Thats what I know about Texas. Hope some of it applies.
And I have some resolutions we submitted in Texas you can reword for Indiana, if you want.

The main value in the resolutions at this point is in encouraging people to come out and have their voice heard, and in gauging the strength of the revolution based on which ones pass and with what majorities.
