Back in 1906 the government had a quicker response to the San Francisco earthquake. There was less bureaucracy.

The army got hundreds of thousands of tents to San Francisco in days. Government could respond quickly because it was small and local bureaucrats could make decisions without being sued by lawyers.

They could bend regulations, because common sense would say that the people of California needed help right away, so they acted.

Today, they are afraid to act on their own. So they wait for orders from above. Meanwhile those in charge assume their subordinates are acting to get things done.
