Fingerprinting for a Ticket

I guess I'm not all the way "up" on things......... there are cops fingerprinting people with electronic scanners for traffic tickets and other petty offenses. So, if you deny them your fingerprints your a "badguy" and you go to jail?

Next in line........ RFID! Check!
