the neocons can't steal his district. It would be too obvious. the RP people are too deeply entrenched in that district with poll observers and clean elections.

It might have been if he'd ignored it. One of the arguments Peden was using is the RP was running a futile presidential race and ignoring his home district. I think it was good for RP to shore up his support in his home district, just in case. If he had lost there it would have been a big blow to his momentum, as people would all say that he couldn't even win his own district.

Even though it derailed the rest of the presidential campaign leading them to ignore every remaining state but Texas. And he's got a lower vote percentage in Texas than the states he ignored. Great strategy there. Peden was never a threat.
