Bush didn't have A plan for Iraq's oil before the invasion/before 9/11. He had two.
I don't like either plan, we have no business over there, with that said Colin Powell's plan was MUCH BETTER. He resigned because he was against occupation of Iraq it seems, not against invasion. There could have been elections within 90 days of the takeover, but the admin wanted war and lots of it for re-election and for selling off Iraq's assets, ALL OF THEM.
The first real resistance by the Iraqis was because Bush wasn't going to allow elections. They ran out of patience and bang. Hell broke loose. In fact, the appointed US ruler of Iraq, canceled elections for mayor in one case.
