In the movie, the ants are engaged in perpetual work harvesting food for the winter. And they have to give half of their food to the locust'. Even though the ants outnumber the locust 10 to 1, the ant's are locked in fear of the locust.

The locust leader knows, that if the ants ever figure out that they outnumber them 10 to 1, that they could completely overthrow their operation, and they would be left with nothing. So they are constantly making examples of a few ants.

In the end, the main ant character is able to awaken the masses that they can defeat the locust, and they suceed.

Kind of like the goverment takes half of everything we own, and keeps is in perpetual fear of terrorism and global warming. We pay taxes to feel safe, and if we don't they will make an example out of us.

But if the masses will ever wake up, and realize we outnumber the goverment 10 to 1, we might stand a chance.

I think its a great kids movie with a message, that seeds the message of liberty in young minds.
