Q re: Structure of the Republican Party

I know the Party as a whole can adopt platforms, and resolutions, and I know the state parties can as well.

My question is: Can the official county GOP adopt platforms/resolutions as have them be official positions within the party (at the county level)?

Even if they may vary from the official state or national party?
