How does Ron Paul have 42 delegates???

Everywhere I look it says that RP has 14 or 16 delegates, but RP said that he had 42. Where did he get that delegate count?

The real one based on how many delegates we got to state conventions from caucuses. Also the media doesn't count our three from WV.
