International campaign finance reform

If America is to police the world and impose its will on it, shouldn't non-US citizens be allowed to be politically active and donate to US campaigns or PAC's?

After all, if we are to govern the world, the world should be able to elect its governors.

I actually think this isn't a bad idea... Many will disagree, but at least this seems like a threat to those who do want to police the world.
