Ron Paul has all but conceded the nomination from the Republican party and does not intend to run independent or third party.

Well, what then, should he do with the left over money in his campaign chest?

If this is legal, he should set up a trust fund for the next major national candidate for liberty. It can be for president in 2012 or it can be for a Senate seat, or whatever.

Or it could be for multiple candidates.

What do you think? Is this legal?

Anyway, I think the money left over should be passed on and not wasted.

WRONG. He hasn't conceded anything. He has to focus on his Congressional race until March 4th.

And -- I'm sure he doesn't need advice on how to handle surplus campaign funds (if any).

He can't use the Presidential Candidate money for his Congressional run. It's against the law.
