If someone forms a group to raise money for Paul. What are it's legal donations max. If it is reached and it just shut down and can a new one get started? If it's been discussed before a link to that would be nice.

If the group operates completely independent of the campaign, then there isn't a spending limit. I believe there are reporting requirements and contribution limits.

PAC contribution limits are available at FEC.gov. They are indexed and increase each cycle.

Steve, so just to be clear: if I'm a meetup group organizer with no official connection to the campaign, then I and my group can spend whatever amount we like on promotional materials?
