You probably want to limit it to machines you know go empty by a certain hour, or limit it to the top 5 copies because they will take the old papers out.

You could scout the area out and simply look for machines that are missing the front paper later in the day, meaning someone had to grab the last one, then the next day hit that machine.

And put them inside the papers so they don't just fall out.

People will probably think it was just one of those inserts they always stick in there, and the guys distributing the papers won't bother looking or notice anyway.

Then if they do, you paid 50 cents, so what's the problem?
