in states where he won does the person who came in second now become the winner? or the person behind him bump up?

Thompson and Giuliani were still on the ballots where I am, on Super Tuesday.

As I understand it, Rommel just suspended his campaign and did not drop out. So yeah it seems like he could still be assigned delegates.

Since he hasn't officially "dropped out" I assume votes for him still count. This may be a kind of "scare tactic" from the Romney campaign and it's a damn good one.
