C-Span will make CPAC available online

I couldn't watch CPAC because the C-Span site was not working and wasn't on any of my stations, so I emailed C-Span and got this response:

Dear Viewer,

Due to the large number of people viewing the stream, it is
experiencing difficulties. The segments of the conference will re-air later today
on C-SPAN at 10:50 and on C-SPAN2 at 8pm and will be available, in its
entirety on the C-SPAN website today. The morning session is already
featured on the homepage.

Are those time Eastern time? i got Cspan2 set to record at 8pm, it says the show is called "Washington Today". whats CPAC?

I'm guessing that it's Eastern time, but maybe C-Span offsets for west coast? I'm not sure because their schedule is hard to follow - just general interest series' with no description.
