I have been trying to get a better handle on this ever since I heard Paul bring it up on an NPR interview prior to his rally here in Seattle.

I think Paul needs to explain and emphasize this much more, and how he envisions using it in the war on terrorism....possibly on a slim jim (? is their one already) and/or in a commercial with Paul showing how he takes the threat of Al Queda seriously....and in a language that Neo Cons speak and understand. I discussed this today with a couple friends that I have been unable to convert to Paul because they feel he is soft on terrorism. This perception of him being soft on terrorism has been the sticking point, NOT the Iraq war or the potential pullout from it. This idea of implementing letters of marque and reprisal as a tool in the war on terrorism caught both of these guys attention.....they were immediately more receptive to Paul after I told them about what this was. This could be an ice breaker for hard line Neo Cons that rate the war on terror as the number one issue......this could be a way of at least breaking the invisible barrier they have up and at least get them to open to their minds to potentialy "hear" Paul's overall message.
