In Texas one person can run for president and "another office" - by
statute: Texas Election Code
§ 141.033. FILING APPLICATIONS FOR MORE THAN ONE OFFICE
PROHIBITED. (a) A candidate may not file applications for a place
on the ballot for two or more offices that:
(1) are not permitted by law to be held by the same
person; and
(2) are to be voted on at one or more elections held on
the same day.
(b) If a person files more than one application for a place
on a ballot in violation of this section, each application filed
subsequent to the first one filed is invalid.
(c) This section does not apply to candidacy for the office
of president or vice-president of the United States and another
office.

The statute doesn't distinguish between a party candidate and
an independent, so my best guess is that an independent is
able to run for president and "another office" too.

Texas does have a "poor loser" law, as do a number of other
states. These laws prohibit a candidate in a primary election
from losing in the primary and then running as a candidate for
that same office in the general election - as either a candidate
of another political party, or as an independent.

So he absolutely can lose the presidential primary and run as an independent (or other party). He cannot do so for his congressional seat.
