People voted on already-used ballots

Did anyone else hear about this? Apparently Rollye James reported that a county in NJ (I believe it was Passaic) was handing out ballots that were already marked on he Democratic side.

I would really like to know if it's true or not. This has happened before.

Who are these people hiring?
