It's not just what you see on Politico. It's the exit polls, the information they have before hand, and the actual votes coming in combined.

Yeah, the idea is that they sample exit voters to get exit polls. When results trickle in, they update their statistics to account for the new data -- if there's a large enough spread, and little variance between the two, they'll call it.
