Saw this on the CNN site and was wondering how this worked. It says delegate # may change based on etc, etc, if the party changes which states delagates to include????
Can the GOP just up and say...we're not counting State X???

They are probably talking about those who broke the rules, like Florida.
But i think once it comes to the convention they are going to include all states or people are gonna be pissed.
Also delegates don't really vote until march/april, and even then they can change there vote once it comes to the convention.

The rules are set for the convention. One needs a majority of total delegates to win, no matter how many ballots.
Just to add to the confusion, should a states, say LA, violate the RNC rules, they could lost delegates as a penalty. That loss of delegates would reduce the number needed for a majority of all delegates.
