The way Alexa works is that it measures how many people WHO HAVE THE TOOLBAR INSTALLED go to a site.

If you don't have the toolbar installed, it does not count you as traffic.

If you do have the alexa toolbar installed, it counts your traffic.

Toolbars are associated with spyware.

This is why Alexa cannot be relied on to compare one site to another, since one site may attract more people with the toolbar installed.

However, it IS useful in comparing the impact of an event like a debate on several sites.

Yes it's spyware. They "spy" on what sites you go to. And then report it collectively.
