Are the votes totalling about 4000 on CNN election center, the actual popular vote or the number of county delegates won?

I received email this morning say on 3000- 4000 people actually vote in Maine Caucus. Is that true?

It's not a popular vote. It's a Presidential Preference Poll. Non-binding popularity contest of sorts. It's like a straw poll with no official value in terms of delegates.

The 4000 figure is accurate. It might be a little higher this year.
