Dr Paul needs to win the majority of delegates in 5 states to be eligible to be nominated.

Noone pays any attention to North Marianas, Puerto Rico, Guam, US Virgin Islands and American Samoa. But they have got delegates.

GoldStandard, thanks for taking up this cause!

We don't have much time for Guam. I think at a minimum we should be able to get print ads in the local papers. Repetition is important.

We need to win the majority of delegates (one way or another) in five "states" (including DC and the territories) or Dr. Paul is ineligible to be nominated. There are sleeper states out there--especially the territories. Dr. Paul has been polling above his averages with minorities, as I've been pointing out when public poll cross tabs are available (SurveyUSA is usually good for that).

We need to put our heads together and focus our resources. I'm suggesting that supporters in states that have already voted "adopt" territories and return the favor (Iowans target Guam, WY/NH team up to take North Marianas, SC takes Puerto Rico, NV takes US Virgin Islands, Michigan takes American Samoa--these are my suggestions based on population, religion, military, other demographics but obviously open to whatever).

My guess is that we could craft messages to appeal to these areas that are being overlooked by the other campaigns that are either broke or have no grassroots (or both). Check the FEC data for local contacts. This strategy could be coupled with chipins for ads (print, radio, whatever) for people who are probably feeling otherwise neglected, and, I suspect, would greatly appreciate our attention. I'm not sure how the calling operations work (call4Paul, ring4Paul) but that would be great.

We can't just then assume we're going to win all of the territories so we should take a hard look at the rest of the states and see if there are a few others we can pick off and get a majority of the delegates. Some other states will probably be neglected on Super Tuesday that might have good demographics for us.

These messages need to be crafted to the local concerns, not what we think is cool. I have no idea what those would be.

Have we had an assessment yet on whether Call4Paul is actually making a difference? Letter writing, local ads, targeted web campaigns etc may be more effective. Not sure, I'm just surprised we haven't used any metrics to measure the effectiveness of these different techniques.

Please watch the training videos by Tom Lizardo and John Tate.

Look into the advertising costs, etc., for the local newspapers and radio and TV. Keep an eye out for local polls on issues of interest there. We need to plan and place ads to help you out. Find out what you need and ask for help here--this forum is AMAZING.

Contact your local Republican Party, dress professionally (or appropriately there), volunteer, make nice. Make alliances!

We need to get a GOTV plan in place.

Follow as much information on that as you can get. See if you can find out WHO those 500 people are!!! Perhaps we need to throw a party or banquet or something for them--open bar.

We can win these delegates and they are just as valuable as ones from NY or CA.

We need warm bodies in these territories to organize things.

There is no registration by party in American Samoa. All registered voters are eligible to participate in the February 23 convention. Those who attend will be required to join the party by paying party dues at the door if not already paid. Delegates and alternates will be selected from among Party members. The leadership or any qualified delegate may offer a motion to instruct the delegation on who to vote for at the national convention.

Sunday 24 February 2008: Territorial Caucus

20 of 23 of Puerto Rico's delegates to the Republican National Convention are allocated to presidential contenders in today's Puerto Rico Presidential Caucuses.

* 20 delegates are to be allocated to the presidential contenders as follows:
o If a candidate receives 2/3 of the vote, that candidate receives all 20 delegates.
o If 3 candidates receive more than 15% of the vote, the delegates are distributed 10, 6, and 4, respectively.
o If only 2 candidates receive more than 15% of the vote, the delegates are distributed 13 and 7, respectively.

Delegates are bound to endorse the presidential candidate which they are certified as supporting.


Saturday 8 March 2008: Territorial Convention

In addition, 3 party leaders, the National Committeeman, the National Committeewoman, and the chairman of the Puerto Rico's Republican Party, will attend the convention as unpledged delegates by virtue of their position.

Media reports state that the preferences of the three party leader delegates are-- Fortuño: Giuliani; Zoraida Fonalledas: Mitt Romney; Mayor of Aguadilla, Carlos Méndez: Fred Thompson.

In Guam, partisan affiliations do not carry the ideological associations they do on the mainland.

D's and R's are simply rivals for power in Guam, nothing more.

Republican Party (Northern Mariana Islands)

The Republican Party is a political party in the Northern Mariana Islands. At the gubernatorial elections, 3 November 2001, Juan Babauta of the Republican Party won 42.8% of the vote. I was born and raised in Guam, but do not reside there currently. From what I read in the "Winning Guam" section of the forums, the current Republican office holders in the Legislature comprise a number of these delegates. Even if this is so, I've tried my best to tell my friends daily about Ron Paul and what's going on in this campaign. They are at best reluctant to do anything (soft-supporters) and I have a feeling this represents the general tone of the rest of the people. Politics is big in Guam and voter turnout is always pretty high, i.e. 70-80% of eligible voters. But it's hard for the average person to get excited about the Presidential election because although they are U.S. citizens and some serve in the military, they do not get to vote in the general election.

As was mentioned before, the party lines aren't as rigid as in the mainland, but I think one would find it difficult to crack into the GOP leadership and establishment that exists in Guam. If you want to see what a Bush-Clinton political family dynasty would look like over decades, just look at those elected in Guam. The elites in Guam run many things from insurance, banking, to law-making. Guam is prime ground for the Ron Paul revolution, if the people just wake up to what's going on. The people of Guam are ready to serve the U.S. in time of war, and it was one of the few places where ground forces did battle on U.S. soil in WW2. I won't question the motives of those Guamanians are quick to join the military and ready to fight, but I think some of them need to be reminded of Constitutional war and the just-war theory. The Archbishop of the Catholic diocese there has a good deal of political clout, and if they would only get this excited about Just-war (self-defense war) as they do about Casino gambling and abortion. There's a great deal of inflation going on as well, last I checked electricity rates where set to double after a new surcharge goes into effect. There are tons of problems that could be dealt with, with the Ron Paul platform, but I don't think spending time on getting the Guam delegation is gonna bear any results in our favor. Where we will get some help form Guam is when Dr. Paul is in the final 2 or 3. Then we might see some new donors out of the 969** zip code.

I do remember that the Governor of Puerto Rico called for withdrawal from Iraq. We might be better off concentrating there. American Samoans aren't even U.S. citizens so I think that may be a detriment to our efforts, in terms of garnering a broad intense interest. If Tim Duncan were to endorse Ron Paul, that might do more for our cause in the USVI, than we could ever do by conventional means.

A good way to spread the word on Guam is to contact US military troops(RP supporters) or their family members that are stationed on Guam. The US Navy and Air Force have large presences on the North and Southern parts of the island.:)

I lived on Guam for about 6 months in the US Navy and I can tell you that the Chamorro people are very friendly & family oriented. They love US military servicemen and servicewomen.

There is a park area, not sure of the name, where a lot of locals go to have a cookout like once a week. They have a marketplace where they sell cultural items and food too. It's a specific night on a weekday. I used to go regularly with friends and the food is really good. It would be a great place for canvassing. I believe it is near Agana. I bet almost anyone living there would know this park that I'm referring to.:)

yup the Chamorro Village on wednesday night's would be a great place to handout slim-jims relating to sound money, fiscal conservatism, limited government regulations. louisiana4liberty is right about the military personnel, they can vote absentee. I'm sure Ron Paul's stance on the Income tax would be of high interest to them, especially those who've been stationed in foreign bases.
