so it seems Giuliani has a plan - 15k tax breaks to the needy for health care insurance. Doesn't seem like it would do much about the high costs in the industry though, or the HMO corporate welfare, ERISA tax breaks for corporations but not individuals doctors, or basically any of the government intervention that is the root of the problem.
