This doesn't not make sense at all. It sounds like a fancy way to say "socialized healthcare". Even socialized healthcare is a "private-public" partnership in a way, because the government pays the bills that are sent to them by the private institutions.

He forces everyone to buy health insurance from private companies.
The public (all of us poor schmucks) are forced to buy something they might not want / need, and the private (corporations) get to sell a product that not everyone wants / needs.
Hence the public-private "partnership."
You can guess which "partner" is on top enjoying itself and which partner is on the bottom getting screwed.

He's talked up how awesome pharmaceuticals are at least once in the past. I think it would be a fair guess that he has some pharmaceutical interests and stands to make a fortune off of forced private health care.
